Years ago DiskTune was one of the best free disk defragmenters and optimizers on Gizmo/Techsupportalert. It received 4/5 out of 5 stars.

Last old blogpost (URLs may be obsolete). Just confirmed that layout.ini is still present in Windows 10. Also, access to certain folders was denied for 32 bit processes in Windows Vista (?) and higher. And as DiskTuna is a 32 bit process it wasn’t able to defrag those folders. I found a work-around for that, and I just confirmed this still works in Windows 10.
